Harvey County Independent Reports: The saga of the former Halstead Hospital building has taken another step forward.  Property owner Azzy Reckess had an appeal denied by the Kansas Court of Appeals during their monthly docket on June 16-17, bringing Harvey County one step closer to reclaiming ownership of the property.  The hospital building, clinic and parking lot were due to go to sheriff’s sale in March, but the auction was stalled after Reckess filed an appeal. The county was ready to seize the property and sell it off because $373,716 is still owed on the property. Reckess was appealing the assessment procedure of Harvey County in evaluating the properties. He said he asked for a deposition from the county appraiser but that was denied and that denial was appealed.  “We have learned that the Court of Appeals has ruled in support of Harvey County’s position,” county administrator John Waltner said. “[Reckess] has 30 days to file an appeal to the Kansas Supreme Court, which he may or may not do, we have no idea. We will wait the 30 days to see what transpires.”
