The Andover City Council appointed Philip White to replace outgoing Council member Quinten Coon who resigned to accept an employment position that will force him to relocate. White, an attorney with the Ariagno, Kerns, Mank, and White law firm in Wichita, lives in Andover with his wife and four children.
