Statistical Methodology

Survey Procedures: Questionnaires are mailed about the 24th of each month to
all operators on the list of approximately 800 public and private cold
storage warehouses. In addition, data are obtained from special surveys and
other sources. All survey data represent stocks as of the end of the month.

Data are collected from warehouses artificially cooled to a temperature of 50
degrees Fahrenheit or lower, and whose food products are normally stored for
30 days or more. All food items in these facilities are reported regardless
of the number of days stored at the time of the report. Also included are
specialized storage facilities meeting the 30 day requirement, such as fruit
houses, dairy manufacturing plants, frozen fruit, fruit juice, vegetable
processors, and poultry and meat packing plants. Excluded are stocks in space
maintained by wholesalers, jobbers, distributors, chain stores, locker plants
containing individual lockers, meat packer branch houses, and frozen food
processors whose entire inventories are turned over more than once a month.

All commodities reported on the cold storage report are regardless of
ownership or origin. NASS does not differentiate between commodities owned by
manufacturer, producer, wholesaler, retailer, government owned, or
domestically produced vs. imported.

Estimating Procedures: Data for reporting firms are added to estimates for
non-reporting firms to obtain regional and National totals. Estimates for
non-reporting firms are obtained by multiplying the previous month's figure
by a percent change from the previous month. The percent change is calculated
for each item from totals of the current and previous month summed from firms
that reported both months.

Revision Policy: Data are revised the following month based on late reports
or corrected data. Final figures are published in the annual summary in
February of the following year.

Reliability: Reports are received from 600 firms each month which represent
about 75 percent of the total capacity. Firms that are not on the list or
firms who have never reported are not represented in the data. Plants storing
butter or cheese are required under Federal law as defined in Public Laws
106-532 and 107-171 to complete the monthly Cold Storage report. Monthly data
can vary due to different firms reporting month to month. Survey data are
also subject to non-sampling errors such as omissions and mistakes in
reporting and in processing the data. While these errors cannot be measured
directly, they are minimized by carefully reviewing all reported data for
consistency and reasonableness.

The International Year of Soils: Soils Support Agriculture

Food production would not occur without productive, living soils.

MANHATTAN, Kan. – From field crops to garden vegetables, various types of foods rely on soil for growth. The world population continues to grow, and one of the main challenges those involved in agriculture face is increasing the overall productivity of soils to meet elevated food demands.

“We have crops today with highly productive genetics that require productive soils,” said Dorivar Ruiz Diaz, associate professor of agronomy at Kansas State University. “I think our job as agronomists and farmers is to maintain and improve that productivity through proper management.”

The International Year of Soils is taking place in 2015, and it calls to mind the importance of soil for life to exist. Food production is necessary to sustain life, which is why March’s theme is “Soils Support Agriculture.”
Soils contain nutrients

In the K-State soil-testing lab, scientists routinely examine soil samples for many different nutrients; nitrogen, phosphorus, potassium, zinc and sulfur are among the most common, as these nutrients are all essential for plant growth, said David Mengel, K-State professor of agronomy.

Soils are an important source of nutrients for all crops produced in Kansas and beyond, he said. Scientists can make recommendations on what nutrient adjustments are needed, based on findings from soil tests.

“The nutrient concentration in soils can be replenished in a number of ways,” Mengel said. “There are a lot of natural processes that occur that provide nutrients for our crops through the soil. For example, free-living organisms and legumes grown in the field can produce nitrogen for crops. We also can get deposition of sulfur and nitrogen from the atmosphere.”

In addition to enhancing soil nutrients naturally, farmers can also apply nutrients in other forms, including using fertilizers, animal manure and waste products from cities and industries.

Ruiz Diaz said another important way to enhance soil nutrients naturally is through crop rotation. Especially in a state such as Kansas, which has a productive agricultural system that includes many different crops for both human and animal consumption, a systematic approach of deciding which crops to plant year-to-year becomes important. Different crops use different amounts of water and nutrients, which can affect the soil balance.

“Kansas is diverse in terms of its cropping system,” Ruiz Diaz said. “Some of the main crops are wheat for primarily human consumption, as well as corn, soybeans and sorghum. We have many other types of crops and vegetable production as well.”

“Producers use crop rotation as one key tool, as well use cover crops, to help with the cycling of nutrients in the soil.”

With the use of cover crops, which are crops planted specifically for erosion management and to enhance soil fertility, soil quality and water infiltration, farmers strive to increase soil and environmental health. Cover crops can add nutrients to the soil both at the surface and below the surface through their valuable root systems.

“Both agronomists and farmers are concerned and focused on not just maintaining, but also increasing the overall health and productivity of soils to secure food production,” Ruiz Diaz said. “We try to do a good job minimizing any potential nutrient losses and losses to surface water.”
Soils help supply water

Another important function of soils is to store water that plants need for growth. Although many areas of the United States, including parts of Kansas, don’t receive much rainfall annually, soils used for food production have the capacity to hold large quantities of water to help make up for rain shortfalls.

Mengel said farmers can help the soil accept and store water in many ways, including conservation tillage, which is used to keep the surface of the soil covered with crop residues to enhance the infiltration of water and reduce runoff.

An increasing number of farmers are using a no-till system, Ruiz Diaz said, which means they intentionally do not mix and disturb the soil prior to planting. This helps maintain residue on the soil surface and capture more water.

Another alternative to no-till is a minimum tillage system, sometimes called strip-till, where farmers only disturb a small amount of soil to place the seeds, nutrients and fertilizer. A strip-till system, although it does disturb the soil to some degree, can provide a balance between a good seedbed and soil protection with residue cover.

In addition to conservation tillage practices, farmers can also produce crops that are known to use less water, Mengel said. This is especially helpful for Kansas farmers who experience drier conditions, particularly those in western areas of the state.

“Crops differ tremendously in their ability to withstand drought stress,” he said. “So we use crops like sorghum, for example, that is drought tolerant. We use that in areas of western Kansas where there isn’t enough rainfall and stored water to be able to grow corn reliably.”

“The other thing is change the season in which the crop grows,” Mengel added. “A good example of that is wheat. Corn grows during the summertime when it is hot and dry. Corn may not survive well in some of our areas. However, we can grow winter wheat that we plant in the fall, it comes up early in the spring, and it’s done by the heat of the summer. It utilizes water a little more efficiently, and it’s much more capable of withstanding the stressful conditions in some areas.”

1/ For February 2015, includes breeder pullet chicks hatched November 2013 through July 2014.

Statistical Methodology

Survey Procedures: Primary data for the Chickens and Eggs report are from
weekly and/or monthly questionnaires sent to producers. An attempt is made to
collect information for layer and egg estimates from each known contractor
and independent producer who has at least 30,000 table egg layers, flocks of
hatchery supply layers, or pullet only operations with at least 500 pullets.
Coverage for operations with less than 30,000 table egg layers are estimated
each month based on data reported in December. Approximately 500 contractors,
independent egg producers, and pullet only operations are contacted each
month. Data for broiler hatchery estimates are collected weekly from all
broiler-type hatcheries that hatch at least one million chicks a year. Data
for egg-type hatchery estimates are collected monthly from all egg-type
hatcheries that hatch at least 50,000 chicks a year.

Estimating Procedures: Sound statistical methodology is employed to derive
estimates from the reported data. All data are analyzed for unusual values.
Data from each operation are compared to their own past operating profile and
to trends from similar operations. Data for missing operations are estimated
based on similar operations or historical data. NASS field offices prepare
these estimates by using a combination of survey indications and historic
trends. Individual State estimates are reviewed by the Agricultural
Statistics Board for reasonableness. Individual hatchery data are summed to
State, regional, and United States totals.

For chicken hatcheries, chicks hatched consist of all chicks of domesticated
breeds including males and chicks destined for hatchery supply flocks and
research purposes. Eggs set are eggs in incubators for the purpose of
hatching. The relationship of egg-type chicks hatched to chicken inventory
and poultry marketings are carefully monitored. The disposition of egg-type
chicks hatched prior to placement into the laying flock can vary
significantly, which can make comparisons to changes in layer inventory
inconsistent over time. Broiler chicks placed are specifically for meat
production. Intended placement data reported by leading breeders include
pullet chicks expected from eggs sold the preceding month. The breeders in
this report account for a large percentage of replacement pullets for
hatchery supply flocks. Production of replacement pullets by these breeders
indicates the number of pullets available to hatchery supply layer flocks
several months before the pullets will actually move into the laying flocks.
"Hatchery Supply Flocks" include all generations of layers which could lay
eggs to supply a hatchery. This includes the generations of parents,
grandparents, great-grandparents, pedigree, etc. Also included are research
flocks, vaccine flocks, and specific pathogen-free flocks. The broiler
cumulative potential placements are a moving total of the intended placements
7-15 months earlier. The egg-type cumulative potential placements of 7-18
months earlier represent the first laying cycle. Molting and additional
laying cycles will increase the cumulative potential placements of egg-type
hatching flocks.

Revision Policy: The previous month's estimates are subject to revision if
late reports or corrected data indicates a different level. Additionally,
revisions after the monthly report will be made at the end of the marketing
year and published in the annual reports of Chickens and Eggs Summary and
Hatchery Production Summary. Estimates will also be reviewed for chickens and
eggs after data from the 5-year Census of Agriculture are available. No
revisions will be made after that date.

Reliability: Estimates are based on a census of all known contractors and
independent producers who have at least 30,000 table egg layers, flocks of
hatchery supply layers, pullet only operations with at least 500 pullets, or
operating hatcheries and therefore, have no sampling error. However,
estimates are subject to errors such as omission, duplication, and mistakes
in reporting, recording, and processing the data. While these errors cannot
be measured directly, they are minimized through strict quality controls in
the data collection process and a careful review of all reported data for
consistency and reasonableness.

To assist in evaluating the reliability of the estimates in this report, the
"Root Mean Square Error" is shown for selected items in the following table.
The "Root Mean Square Error" is a statistical measure based on past
performance and is computed using the differences between first and final
estimates. The "Root Mean Square Error" for all layers over the past 24
months is 2.3 percent. This means that chances are 2 out of 3 that the final
estimate will not be above or below the current estimate of 362 million
layers by more than 2.3 percent. Chances are 9 out of 10 that the difference
will not exceed 3.9 percent.

Simple Country Wedding Actually Miraculous, Most Inspirational Affair

By Frank J. Buchman

The bride-to-be walked down the aisle at her father’s side.

Sounds quite common on the forefront, but actually it’s a “miracle,” most would readily admit.

In a simple, less than 15-minute ceremony, Stephanie Smith became Mrs. Kevin Bachert.

Again not unusual, a maid becomes a bride. Except that nine months ago Stephanie was in a coma, and her family was told she might not live, and would never walk.

When Stephanie Smith fell five stories from a Kansas City balcony in July, she suffered a broken back, broken arms, legs, ribs, collapsed lung, being in a coma for 12-days.

A professional electrician, Stephanie doesn’t know why she fell, possibly because she had climbed the balcony rail for a closer at the “Super Moon.” She was found at 4 a.m., in the hotel parking lot.

No one knows why Stephanie fell, but the reason has little to do what was ahead, and has materialized.

After four months of in-patient therapy at Madonna Rehabilitation Hospital, Stephanie could wiggle a little toe. It’s more than doctors thought she would ever be able to do.

Kevin Bachert, also an electrician, didn’t work during her four months in the hospital, choosing instead to stay with his fiancé for emotional and practical support.

Then, Stephanie returned to the home shared with Bachert in the rural community of Reading in northern Lyon County.

Even with good insurance, the medical bills were astronomical and continued to grow. Stephanie still needed outpatient therapy and at least one more surgery.

Living life from three feet off the ground was a strange adjustment for Stephanie.  It was difficult to reach things in the lower kitchen cupboards, and the hallways of her home seemed narrower when she rolled through in her new wheelchair.

Every routine task was one more thing Stephanie had to relearn as a paraplegic. “I’ve accepted that there’s certain realities that kind of stink. I’ll adapt,” Stephanie said.

And, she did with assistance and support from Kevin, her mom and dad Lynn and Steve Smith, brother and sister-in-law Sherman and Jessica Smith, and uncountable friends and new acquaintances across the country, which she became acquainted with through various sources in the past few months.

Stephanie spent time in the hospital learning how to cook with nerve problems that desensitize her to pain. She learned how to do a fall recovery, since getting up on her own was a challenge.

“Nobody knows. Nobody can predict if and how far they can take this. I’ll never walk normally again, but potentially I could go short distances. Two, three years from now, maybe I can reach a cupboard,” Stephanie said, then.

Community and family support made all the difference to Stephanie. She received an anonymous care package filled with beef jerky, gummy bears and “girly things, ” which helped her through physical therapy. Supporters sent cards and well wishes  which helped motivate her recovery.

“It made me feel like the luckiest person in the world, even that people could make it so positive,” Stephanie said. “It made me feel good that so many people loved me.”

Her mother, Lynn Smith, found Madonna Rehabilitation Hospital in Lincoln and set up Stephanie’s Facebook page, which brought publicity and financial assistance.

“Stephanie  didn’t like to ask for help,” Mom Lynn said. “I don’t like to ask for help either, but I would readily ask for it for my daughter.”

As she recovered, Stephanie relied on neighbors for regular wellness checks, just in case she fell and couldn’t get up or had another emergency.

Co-workers from the International Brotherhood of Electrical Workers raised money to build a ramp to Smith’s front door and built it themselves. Once, a friend came over and offered to clean, which the offer in itself meant a lot to Stephanie.

“Kevin returned to work, and Stephanie learned how to deal with everyday life from a wheel chair. Simple tasks now take hours to complete. Therapy has continued in Emporia, thanks to a team of friends and family who take turns transporting her,” Mom Lynn said.

While Stephanie is classified as a paraplegic, she feels fortunate to have movement in her right leg. Part of her therapy has been learning how to communicate a command to move a limb that has limited feeling, and how to control that movement.

Her left leg is considerably less cooperative, and her left foot required an additional surgery in February of this year.

When they set a date to be married, there was only four weeks to plan, but Stephanie and Kevin wanted a simple ceremony.

The day of the wedding arrived, along with beautiful spring weather. “Everything was perfect, a day to celebrate new beginnings. Friends decorated the Reading Community Building, designed flowers, and took photos to commemorate the day,” Mom credited.

A single-horse drawn fringed-top carriage was appropriately appareled in light blue and turquoise wedding colors as tear-starred, blue-eyed Stephanie in her matching blue wedding dress wheeled herself down her home ramp to be assisted into the antique cushion for the ride with her dad.

Stephanie proudly proclaimed, “I’m getting married today,” as she waved to her neighbors on their front porch.

Less than four blocks to the wedding hall, within short distance of arrival, the bride-to-be cautiously, yet anxiously announced to her dad: “I’m walking down the aisle myself you know. I had to wait until now to tell you, because Mom can’t keep a secret.”

Dad Steve nodded smiling, “I suspected that. I’ll be walking beside you.”

Nearly 50 guests were already at the nearly-new brick Reading Community Building when the bride-to-be and her father arrived. Several guests had driven considerable distance, and Kevin’s folks flew in from Michigan.

Kevin and the best man took their places. In came the bridesmaid, pushing an empty wheelchair. The guests stood to greet the bride and were in awe to find Stephanie walking down the aisle, escorted by her father.

Stephanie stopped several times, but would say: “I can make it.”

She stood tall (all 5-feet-one-inch of her) for the entire, albeit brief, ceremony.

There were times Stephanie seemed to shake a bit from the effort, but she didn’t sit down in her awaiting wheelchair until after: “I now pronounce you husband and wife.”

Mom Lynn insisted, “Stephanie’s strong. She’s strong-willed, which has really helped her through this.”

Stephanie has incredible upper-body strength that helps her “swing like a monkey,” and she continues working hard to get stronger.

“The joke is now I’m the million-dollar baby,” Stephanie said. “We’re hanging in there, but that’s an ongoing issue. I’m looking at thousands of medical bills staring me in the face.

“Everybody has been so strong, so supportive,” Stephanie appreciated. “There’s no way we could do this alone.”

An electrician before her fall, that work involves climbing, which isn’t realistic for her future. But, Stephanie will find another meaningful career.

“I refuse to take no for an answer,” Stephanie said. “I still have the knowledge in my head. I have options to pursue.”

“Stephanie works relentlessly to strengthen her right leg to the point it can work for both legs, and her hard work was visible to everyone in attendance at the wedding,” Mom Lynn said.

It was truly a most emotional time for all of those there.

“I wish I had more pictures of Stephanie coming into the room, but when I realized she was walking…well my eyes filled with tears of joy and I had a hard time focusing the shot. I get choked up every time I think of her walking into the room with her father,” said photographer Brent Jones of Reading.

“Today was a very emotional day for everyone involved. My niece, Stephanie, who fell from a fifth floor balcony and was told she would never walk, walked down the aisle today to marry her love Kevin in a beautiful ceremony. Usually they say there isn’t a dry eye at a wedding, well today that statement was true,” her aunt Jill Dutton, wrote on her Facebook page.

Mary Bachert, Kevin’s mother, exclaimed: “I was amazed at the support of friends and community.”

Steve Smith said, “Kevin, our new son-in-law, stood by Stephanie’s side throughout this ordeal. It was his strength and support that made it possible for Stephanie to walk down the aisle, and we will always be grateful. We are very proud to have Kevin in the family.”

“When Stephanie was in a coma, we were told she might not live and would never walk. But, Stephanie, Kevin, and all of us had hope.  Hope and determination are sometimes the best remedy.

“Stephanie will never walk normally again, and probably will only be able to stand briefly. She will not be able to return to her work as an electrician. The newlyweds face a life filled with more hard work, many challenges, and hope. It will be a life they build together that began with a single step,” Lynn Smith said.

“I am proud that Stephanie’s recovery, wedding and future is one of courage, strength, a positive outlook, and an incredible network of support from family and friends,” Lynn appreciated.

During the wedding reception, horse-drawn carriage rides were provided for all of the guests, and the climax came when Stephanie and Kevin boarded for their wedding ride.

Some certain kind of significance, too, as Reading was stricken by a fatal tornado just four years ago and has recovered  itself to an alive, immaculate, almost-thriving country town, home to the most miraculous new bride and her most proud husband, the Mr. and Mrs. Kevin Bachert.

Grants Announced to Support Economic Growth for Rural Communities

Kansas State Agricultural Economics Faculty receives $2.5 million with five projects

MANHATTAN, Kan. – Funding from the U.S. Department of Agriculture’s (USDA) National Institute of Food and Agriculture (NIFA) is expected to assist communities and regions in creating self-sustaining, long-term economic development through research and strategic planning.

Nearly $14 million in grants was awarded. Three agricultural economists at Kansas State University and a fourth at Purdue University who will join the K-State department later this year, received more than $2.5 million of those grant dollars to promote rural community development, economic growth and sustainability.

“These awards will allow our department to conduct research that can impact and improve the lives of rural Kansans,” said Allen Featherstone, professor and head of the K-State Department of Agricultural Economics. “The research areas of water management, voting and buying behavior, international trade and global climate variability, and value-based supply chain production on farms have various impacts to our Kansas farmers and rural citizens. We want this research to impact their livelihood and rural communities in a way that makes them sustainable and continuously moving forward.”

The projects for Kansas State, each totaling around $500,000, include:
Aquifer depletion and water management

The project director for this grant is Chatura B. Ariyaratne, research assistant professor. He will study how the reduced availability of irrigation water and rising pumping costs due to groundwater depletion make management decisions more critical for the sustainability of agriculture.

“The economies of large regions such as the Great Plains are dependent on groundwater availability, making aquifer depletion a much-discussed policy and research issue,” Ariyaratne said. “Greater volatility in crop and energy prices has added more uncertainty to farmers’ cropping and irrigation decisions.”

This project focuses on the role of changing prices, technology, and climate on aquifer depletion, and the performance and impacts of different water management policies in the face of these uncertain trends.

Other co-project directors from K-State’s agricultural economics department include, Jeffery Peterson, professor; Nicolas Quintana Ashwell, Ph.D. candidate and graduate research assistant; Nathan Hendricks, assistant; Brian Briggeman associate professor; and Bill Golden, research assistant professor. Bridget Guerrero is a collaborator on the project and is an assistant professor of Agricultural Business and Economics in the Department of Agricultural Sciences at West Texas A&M University.
Voting and buying behavior

According to Glynn Tonsor, agricultural economist with K-State Research and Extension and project director for this award, the U.S. public increasingly sends mixed signals in their voting and buying behaviors resulting in ‘unfunded mandates’ that significantly add complexity to society’s challenges of feeding a growing population.

“The consumers’ mixed signals are providing a knowledge gap among our industry leaders and decision-makers,” Tonsor said. “This limits informed decision-making when it comes to key decisions in the agricultural industry that make a difference in how we are feeding our growing population.”

The long-term goal of this project is to substantially increase understanding of the existence, drivers, and implications of differences in voting behavior and consumer food buying behavior.

Co-project directors for this award are Kathleen Brooks, livestock economist and extension specialist at the University of Nebraska-Lincoln; and Bailey Norwood, professor, Oklahoma State University Department of Agricultural Economics.
Understanding and forecasting changes in consumer demand for disaggregated meat products

According to Tonsor, co-project director for this award, there is an increasing need to better understand changing consumer preferences for meat products. To date, most consumer research either uses very aggregated, nationally representative data or involves surveys at a single point in time that convey a “snap shot.” This research will further develop and build upon existing consumer tracking surveys.

Tonsor will work with collaborators at Oklahoma State University to assess how stable consumer preferences are when assessed in regular nationwide monthly surveys and compared to other more commonly available data and information sets. This research ultimately will provide more accurate and timelier information on key issues regarding consumer food preference and lead to better decisions among producers and policy makers.

Jayson Lusk, Regents professor and Willard Sparks endowed chair for Oklahoma State’s agricultural economics department, is the project director for this award.
The role of international trade in adapting U.S. agriculture to increased global climate variability

Nelson B. Villoria, an agricultural economist at Purdue University who will join the K-State faculty later this year, was awarded monies to study how more frequent extreme weather events are expected to increase the volatility of U.S. crop yields and the income stability of agricultural sectors.

“Global trade is an important source for stabilizing markets. Our study hypothesizes that climate shocks simultaneously affecting the U.S. and other global regions during a given marketing year reduce the ability of the trade system to mitigate shortages resulting in sudden sharp price changes,” he said. “Our study seeks to understand how stockholding and international trade can help adapt U.S. agriculture to a changing climate, particularly to disruptions associated with increased variability.”

Co-project directors for this award are from Purdue University. They include Thomas Hertel, distinguished professor of agricultural economics; Dev Niyogi, professor of regional climatology; Paul Preckel, professor of agricultural economics; and Hao Zhang, professor of statistics.
Impacts of values-based supply chains on farms

Hikaru Hanawa Peterson, project director of this grant and K-State agricultural economics professor, will study the impacts of values-based supply chains (VBSCs) on small- to medium-sized farms.

“These supply chain alliances are distinguished by two sets of values: one based on product attributes and the other based on shared ethics among participants in the chain,” Peterson said. “While there is a growing understanding of the organizational dimensions of VBSCs, very little has been documented to date about their extent or characteristics and the actual impacts for farmers.”

Researchers will work to better understand, evaluate, and improve the performance of VBSCs as profitable outlets for diverse, small and medium-sized farms. “The project outcomes include new opportunities for farms and VBSCs to build farm profitability, expand access to healthy foods for communities, and contribute to the development of more environmentally sustainable and equitable regional agrifood systems,” Peterson said.

Co-project directors for this grant include Gail Feenstra, academic coordinator with the University of California-Davis’ Agricultural Sustainability Institute; Marcy Ostrom, small farms program leader with the Washington State University Center for Sustaining Agriculture and Natural Resources; and Keiko Tanaka, associate professor of sociology at the University of Kentucky.

NIFA made the awards through the Agriculture and Food Research Initiative’s (AFRI) Foundational Program, which supports projects that sustain and enhance agricultural and related activities in rural areas and to protect the environment, enhance quality of life, and alleviate poverty.
